What? You he an Englishman a foreigner – under take upon you
to draw up a body of law for us in Scotland?

Yes: howsoever far competent or incompetent in other respects in other respects far from being competent equal
to the task, in the circumstance of being a foreigner, and in
particular this sort of foreigner, there is nothing to make me him more
incompetent, much to make me him less so.

Be his country what it may, what lies before him
he can read: and of what that which he reads wherever he fails of understanding
the meaning he can enquire.

1. To one function and that alone his foreignership
would render him the less incompetent: and for that he does not undertake –
it not being necessary to the purpose. On a case stated
