With In regard to the field in question – the field of legislation –
of exercise, so far as without commission from authority, exercise is possible
be regarded as a natural cause of operating as a cause of dexterity, and affording
a presumption of aptitude, such evidence whatever may be the
force of it will not be altogether wanting in the present instance.

There is four and forty year ago At Oxford under the feet of Blackstone, no sooner did he
lift up begin to contemplate that field, with a studious, than
he began also to contemplate it with a critical, and if the
expression may be pardoned, with a legislative eye: regarding law
as means to ends, and on each occasion anxious to disavow
if possible, in what degree have the ends aimed at in profession professed to be aimed
at, had in reality been accomplished. fulfilled. attained.

At different periods on different occasions from the year 1776 down to the
present time hour, not to speak of the immature and unmanifested
exertions labours of still earlier times, this disposition has been
evidenced, by so many different publications.
