A sort of honest shame and useful .
If for the sort of work in question the condition of a
native, be after all regarded as an indispensable element
of superior aptitude, exclusion a comparative yet, so it be not absolutely exclusive, the acceptance of this
proposal, so far far from tending to deprive the service of any
hands exclusively or comparatively fitted well qualified for the rendering
it, would lead to the procurement of such desirable
hands. Their acceptance encouragement of In the character of a candidate
only for authentication the legislative sanction the acceptance of one work would
be no not a bar, but on the contrary, an invitation to works
of the like description from other quarters: to work productions
flowing from sources more promising and clear of the exception ob-
supposed to be thus this supposed to be unsurmountable so formidable. By a sort
of honourable shame, and well directed jealousy, natives,
into whose breast by whom without but for this thus no such design would have
entered, may be engaged to enter the lists against the intruding
foreigner: and so long as the public is best served
by the force of what inducements the service is procured, may
be matter of speculation, but is of no practical importance.
