Lord Grenville, it will be said I fear, Lord Grenville, when in
power, observing the imperfections abuses of the attention of
the public mankind by the notorious imperfections abuses of the administration
of justice in Scotland North of the Tweed took advantage of the opportunity
to set up a job for the increaseing of his influence in that
part of the country and making provision for
adherents. The A change in the Administration taking place

it indeed the concern taken by Lord Grenville in the state of Lord Grenville's concern about the state of Scottish
justice.

Seriously indeed do I wish, and I can see find
no reason for suppo regarding the wish as confined within
my own breast – seriously do I wish to find some
answer capable of being given to that charge. But
my Lord, so long if, in that way view, nothing be either said
or done, how can the result be avoided what doubt can there be? In a case like this If on the defendants side nihil
decit be the course, is not judgment by default a
one inviolate necessary consequence? Can the united learning and
eloquence of Lords Ellenborough and quash it?

If my observation do not deceive me, it is by the
force and virtue of competition, that with few if any or two exceptions,
whatsoever in De this country is done towards the removal
of abuses, and the improving the plan scheme and inclinating in every branch
the plan scheme and practice of government, is accomplished effected.
In compensation for the inconveniences, this is presents itself as one of the
main use of that state of things which will under a constitution in a state free
as ours will necessarily desirable or not is altogether unavoidable the existence
of parties in the state. Like the tree of good and evil
it produces its good forests and its bad ones.
