Under the British constitution whatsoever has from him
to him been done in the way of a sacrifice of the good
things of office, viz. whether in the shape of emolument, power
factitious honour, ease, of or faculty of oppression – if a sacrifice
of particular interest in any shape to general interest interest in
any shape – I consider may be considered as the result of a sort of
auction between tacit but happily undiscontinued perpetual series of auctions at which state parties are bidders – and
the lots are composed of so many chances for the good opinion
and support of the honest and thinking part of the people.
The Scotch Reform I consider as one of those honourable Auctions.
On the occasion of this Auction One of those lots Your Lordship has had the merit of putting up
and bidding for: but unfortunately the liberality which would otherwise
have masked Your Lordship's bidding has been restrained
and even prevented by the of learned hands: the same bid small, and
that payable in bad laws, a rival an adverse competitor has bid
somewhat higher: but yet not so high, but that there is room in
abundance for a scale of biddings one may above another
before the price of the lot is will have been raised to a fair and just price
given for the lot will have has reached to its fair value. Do not, do not my Lord
let the prize lot thus slip out of your hands. Your Lordship's
confidence has been abused: examine into the matter
search the subject, and search it for this time search
it to the bottom with your own eyes: leisure is not
now wanting as then it was for the task.

The lot will rise – and not merely in its nominal value
but in its value to yourself – not merely in its value in
the way of exchange but in its value in the way of use – the
higher the price you bid for it.
