Mr Barrington in his observations on the Statutes,
has very properly observed made a very proper observation that for certain purposes
the Statute Book collection of these Instruments is may be regarded as the work of
the same Author. It is therefore still a much less
stretch of fancy to regard each Statute by itself in the this same
light: which I shall take the liberty to do, for the convenience of discourse for shortness,
although to speak justly many of the
blemishes on which I shall have reason to
arise from the case's being otherwise
In a numerous & mixed assembly, there are always
more who are ready with patches of their own to put in, than
who have well studied consider'd the texture of the ground, whether
it wanted such patches or will be such as those patches are wanting for or will
suit with. If I may be indulged with an observation a little out of time To introduce the observation a little out of its place The more this is apt to be the case,
the more call is there is for some general plan
for cutting out the work which all may keep
before them & conform to, to be investigated, if possible,
& agreed on.


So long as the Collection Statute Books remains in it's present state
of [exemplary] confusion, these remarks as far as they serve to
exemplify shew the consequences of want of system, will never
be out of season.

Many of the errors pointed out, in the Act, share the
satisfaction of seeing rectified in the new one: the
use however of the passages which point them out
will not on that account be altogether superceded:
they will still serve to in the 1st place to justify
[to the public] the necessity of those alterations that have been made, & to shew point out to
all along to the cause, (the want of system means) that which made
them necassary. & to refer them all along to that precise & universal cause, which originally gave birth to it

When I declare, as I do, not less through conviction,
than out of ........

As no man takes to himself an observation a remark made to
the prejudice of human nature.

This I hope will be sufficient to obviate the undesigned
effects of any thing that might be to some a cause
of pain, & or to others of malicious pleasure.

The blame will lie not on him who pushed driven <add></add> on by
habit & example in the current of habit & example
contributes to the accumulation of the evil, but on
any one him only, who recognizing within himself the efficacy of a
remedy, apply it should forbear from indolence or a worse motive
to concur in it's application.
