[It shall & may be lawful for J.B. to do as follows]
"J.B. may do as follows" - "J.B. shall do as
follows" - "It shall be lawful for J.B. to do as
follows" - All these phrases we understand equally
well, that the latter last of them is rather long winded.
But "it may be lawful for J.B. to do as
follows" is nonsense contradiction it is establishing
a proposition is for as positive and as hypothetical
at the same time.
