TURNPIKE ACT. Supl General Precedent for Subsequent ones, not present.

Let therefore this General Act be the standing precedent
as far as it extends for all particular
Acts: to be adopted of course for all future [ones]:
I say future ones; but without the position <add>a resolution of the respective Trustees.</add> not to be substituted in the room of former
ones. Because
the former ones are whatever they are, they are already
masters of and satisfied with

For in point of instance <add> the new</add> either Precedent will either be different
from any given former one or it will not: if
not then in this respect there is not one in
it is of no use: if it be, then this would
be a new lesson for the Trustees and other
persons concerned to learn, which is an inconvenience
- and the advantage one may prove
to be but trifling if they do not think it worth
their while to apply for it - I mean supposing
the mode of application be made easy, & not
like that for obtaining a libel in the common
course - a bare resolution properly authenticated
& recorded would be sufficient.
saving they objectives continued in of the former ones.

I have said in first of instance : for in point
---page break---
of expression it may be presumed probable that an Act
drawn up under these advantages circumstances will might be
freer than the subsisting one from some of those
ambiguities which may disputes in
instances where the advantages might not be
recognised: tho' the chance of this would not hardly
be a compensation for the inconvenience of forcing
it upon people those for whose benefit it is designed under a presumption of
their having will be without it.

One might almost say There is the same reason for making a different
Meeting Act for every year, as for
suffering a different Turnpike Act for each
district, or to chose points which are in
Common.
