Qualification.
The intent of the clause
It is possible that to persons little versed in legal disquisitions
it may appear somewhat extraordinary that these
speculations should have recurred. The whole species I mention this much to
consists in the having consulted the Analysed
Tables in the same manner were constructed
wherein every general Idea
throughout the Law were seen resolved - into it's constituent particular
ones, & men composers were into the habit
of consulting them, the Law System would wear
a very different face in point of accuracy
& comprehensiveness from that what it does at

most intricate questions of Legislation may be in time
and in a manner [while at the same time the the of them

Ambiguities are sown so thick
Such On account of the number of names persons usually inserted
it should be alphabetical; that any Trustee desirous
of seeing knowing whether a Fellow Trustee be in the
list, may see it in a moment.

If no certain means be to be found to ensure its being always true, means tolerably effective may at least be found to ensure it's being always taken - whether In not taken Oath
and if there be no certain means of providing that every one the Oath shall be always true

The terms most in use being either ambiguous in themselves
or unintelligible to the people.
The provision requiring qualifications, is introduced
in many branches of the Law: & as sometimes in some cases
not a little depends upon it's being duly enforced, it
would be well worth while to bestow some pains
about the method to do this effectually, that
might serve for all cases where it is called for
as well where it is of less importance, where it is as of greater:
each name the date year & day when that
took the Oath together with the names of
2 Co-Trustees as attesting witnesses signing each writing

Now of how little consequence that the qualification for the Trustee of a Turnpike

when an end is a man resolves upon end, he should adopt
those means which are proper means for the accomplishing
it, as well in one case as in another - at least
when a better set of means are ready to his hand,
there is can be no reason why he should take-up with
a worse. that wherein in all cases where the end of how little importance soever is deemed worth aiming at, the means ought to be made adequate
