is the same with it. to the first, because it
is "co-coal with mankind": that is exisitng either at
some part of the same time that the that the men <add>have or will or do exist whom</add> with the men it is to govern :
or at every part of the time that man ever
existd or will exist or have existed: consequently at the
first moment they began to exist, before any such thing as Municipal
Law was made. To the other because "it is dictated
by God himself" : this not being the case it seems at present with
the Divine Law.
