Those Acts practises to ensure [the production of] which we have
recourse to the Santion of Reward are either 1st Acts of
Supererogation For such then are works of Super-erogation in Edicts in Politics however it may be in Religion. - or 2d Acts which being every ones -
duties are therefore according to the vulgar Proverb, no
ones apprehending a criminal: or 3d Acts requiring an extraordinary exertion of
power beyond what every one is possessed of; Longitute or 4th Acts
not dispersed but collected into Habits Judges and Executive Magistrates, which Habits
require a peculiar course of institution to produce, beyond
that of which everyone whether from natural or adventitious
qualifications is alike susceptible.

It is of the essence of an Act which admits of this kind
of Sanction that it be not such as is required to be
performed by all: as in the case of Abstinences from
Crimes.

5th Acts requiring alacrity for which the Idea of compulsion
must be removed.

Conclude that Warb. assertion that Reward is not one of
the Sanctions of Civil Society is as false as it is paradoxical.
If he had said that Reward is a Sanction incapable
of being universally applied he would have said

true [on which from the nature of things, it would be
impracticable and place the sole dependance] it would
not indeed have been much to his purpose [have been
of much service to him, since the same thing may
be said of Punishment: and who [is there that from
such an expression could infer such a meaning?

I cannot comprehend Bishop Warburton's meaning
where he maintains that "Reward is not one of the
Sanctions of Civil Society. - whether he meant
to contradict a fact of the most notorious experience; or
