As to exter internal instruments, no new ones
are to be made — God has made them what
they are to be — The number & now and then the species of External ones, Legislators
have in modern times applied themselves
to make, increase & with considerable success — I
am speaking of the bounties given in our own & many other nations for the
production of the various new articles of wealth.
As to new modes of applying them together application, these could
any such now be found be now discovered far from meeting
with encouragement from Legislators, would
probably be meet with them nothing from them but odium or thing
contempt. Those who have It must be confessed that such individuals as are
known or supposed to have signalized themselves
in this way have not been very successful —

To hear them, nobody but would imagine, but that the of their declamations is not a certain pleasure, as being productive of greater pain, but as being pleasure.
A person, whose character, tho' for the purpose
of contrasting it, one is loth to bring to mind
in the same page with Nero's has appeared to
announce to mankind new & inexpressible
pleasures [in a life to come]. This person memory
should be holden in abhorrence by the declaimers I am
speaking of, if consistent a degree as
much superior to that in which Nero's should
as his pleasures are superior to Nero's
pleasures.

A pleasure, approved embraced by him in the moment of
novelty, tho' ever so much so his might have been to nobody else's taste.
