Those indeed are the examples of punishment instigated, since Penal Legislation from being War
of the King upon Public has become a War of the Public against Individuals Propose
in either of the two Houses to augment the Punishment for Crimes under the specious Title of farther
prevention" — beyond the line of ... unnatural projection — having the of present passion augment & welcome — for mitigating there is a dead Silence — To
what is this owing? not to want of humanity for who which of all does not lament the level necessity which
he imagines so often calls him forth & to arms him with the Sword? While the insufficiency of subsisting punishment to prevent crimes altogether is a reason for their , it is easy to see that a reason can ever be wanting to increase them to pitch.

But for want of contemplating the subject with that attention which strong Interest inspires will greatly abridge the Tort of Legislation.[when
the Question is to to where shall be the profit & renown honor of holding the reigns reins of executive Administration "The cruelty & reproach must lie not on the part of the Law but of the Criminal Bl. 4. 379.
