for small Sums: for example to The Penalty is treble
the Money borrowed: Of this sort, instances abound, of which he who should make a Catalogue would do good service but no Costs are given
suppose the Money borrowed to be £5 - s it
does not require much Logic to prove that it
is not worth a mans while to pay £20
down for the chance of getting £15 half
a year hence.

In such a Class of Crimes originating from the same
motive facilitated by the same opportunities, sit up & encreasing one above another in
show it is plain The Punishment of that which has the least must
be as great as is sufficient to combat the
temptation, that of the others must necessarily be
by many ascending degrees greater: that is, by
