Responsibility is relative determined not merely to by the person, but also to the offence. respects depends is relative as well to upon the offence as
the person; or rather more immediately the
Punishment, and the offence and virtue of it's

Thus relatively to Murder no person is responsible,
tho' it be a crime to the temptation of
which persons of the highest affluence personal sufficiency
are nearly as much exposed as others: because
the Punishment necessary to be inflicted on
it is such to which no fund of responsibility is equal [as does more than exhausts the greatest fund which
any man can have]
