it almost generally always in it's consequences so as when the persons
being here bring happiness of their own along with their exceeding any
misery they may occasion when they add to the state a security
which it wants and which it would not have without
them — The Law may withdraw it's interposition not approving the disease, but as deeming the remedy ineffectual.

Now with a view merely to security or to riches, I would I will endevor to shew my sensibility not by declamation, but by my anxiety to attain to truth in my conclusions upon a subject whose truth is of such importance.
take the liberty to observe that population to Britain in
security in strength in riches & in Security the first nation in the world, is not an object that
demands such anxiety; an inexhaustible sense of satisfaction after every comparison I set down I say thank God I am a Briton now & then perhaps but rarely thank God I am an Englishman that population though a clear
accession to population when a clear [one] however small, is never to
be neglected, since, generally speaking, as being an accession
to riches and security, the causes means of happiness, it is an
accession to happiness, yet being but a subordinate subservient object
it may be purchased too dear when purchased at the by the loss
expence of the that primary one to which it is subordinate,
and that in fact it always must be purchased is too dear, -ly purchased when ever it
might be attached procured effectuated by other methods without it. that expence.

But what with me determines there is one consideration, which if attended too will without
doubt difficulty determine the first of these the foregoing questions in
the negative — The Question is not, whether, having it in our power to put a stop to the mischief, we shall put a stop to it or no? but whether having visibly and experimentally no such power after having employed 1 exhausted in vain the strongest of 2 our 3 expedients, we shall persist in only putting a check to it at the expence of a greater mischief? a check to the operation of which as I have before observed very problematical. There is evidently in respect of the number
of inhabitants in a state a point of repletion which
[may be] propelled or contracted by the greater or lesser abundance
of industry that is of subsistence cannot be varied
in any aestimable proportion that deserves p consideration, by any other
cause (I speak not here of any violent & sudden by Wars, pestilences
or for what is scarce possible to happen in a nation of enlightened
