regards gives indemnity upon Terms to Owners Builders whether
Masters & Servant or Workmen who had incurred the Penalties of former Statutes
It contains Adjective provisions & regards adds to the
Duties of Justices of the Peace

The 43d & 44th contains Adjective provisions giving
Appeal to Quarter-Sessions to on terms to all persons
prosecuted it in the summary way: that is to ........

The concentrating condensing of the Capitulary Catalogue of their duties even
into the compass of this huge Act has doubtless been a great comfort
& relief to the Builders who were are the principal objects, persons principally concerned as
having it presumably in some manner the taking of some steps or other has long been the
object of their wishes and their sollicitations but
one may still ask why these Builders, more
especially their workmen, plain men, often
utterly illiterate, are to have their memories burthened
with a collection of things to be remember'd
longer than 50 Catechisms and their little finances pockets
with the price purchase of a volume that must stand dearer
them in more than a common prayer Book,
& with 3/4 of which they have nothing to do. not the least concern
Why Constables & Beadles, the objects of but one single
clause? Why Turncocks and Engine-keepers, the objects of another single one
I believe the reader feels some repugnance at the Idea
of men of this description fishing for every occasion for the rule of their conduct in their business in such a Labyrinth Sea of Law
and yet suffer they must and severely some of them, for
ignorance; and if any one knows I should be glad he would
tell me a medium between ignorance and having recourse to using the
means of knowledge? [went the recurring to the expedient of making a selection is not much to be looked for from that & improvidence which characterizes the laboring class of men: a selection which [they are left to when if they do make it they make it make or some one for them] at their peril.] And this applies with more or less force to all the other denominations.
