By this means, when any new Law should be proposed, the Legislator might call for the old one
& see in every case at a single view what had been done before him by his predecessors. on the subject matter.
The subject would then no longer have those many reasons which he has now to complain
of fresh material heaped upon the fabric where foundation has never been surveyed, lost as
it is in no many parts among the rubbish of Antiquity.

Solid, consistent, uniform independent <add>all comprehensive</add> & compact, each it would be not only the honor of him who reared it should
rear it, as it would be the comfort of those for whom it was should <add>should be</add> reared: I may by may I also add, the
comfort of those who from time to time should have to repair it: who would no
longer have to work in that darkness in which they work at present thro' which hitherto <add>2 they 1 have been doomed to struggle</add>.
