NOTORIETY EXCLUSION

If I were compelled to choose, & by that choice enabled to decide, the Courts of Westminster
Hall and all the inferior Courts of Judicature should be shut up, Exactly as in the light in which the Houses of Parliament deal at this day with treat the people, did the Sovereign in the last Century but one treat them, [at least one of them the House Commons] Matters of State were too high for them, was the language of a wise but Imperious Queen If the new members of those houses are far wiser for the most part than those who would become their Auditors, the case disparity perhaps was not less different between that Sovereign and the then members of those Houses — But as Wisdom tho' a great is not the sole requisite in a Legislature but the Courts
of Parliament should be open — why? because to the transactions of those inferior Courts
there would be still a check, namely the other superior ones, — But from these the
check control of public opinion being taken away, the only one of which by their nature they are
susceptible, they remain without controul.

I know it will be presently observed, that when the one House Court of Legislature acts
in it's capacity of a Court of Judicature, it is then open
