After speaking of the contrivances of the building
The sight of that joyful day, which should should call the whole body of the British Nation to the participation of those Councils in the — of which their every interest is involved, would awaken my love my confidence & my respect, I had almost said my adoration. a Testimony and a Pledge of their Piety, the genuineness of which not all the efforts of Jealousy & Malice could render doubtful But in vain do I answer myself tantalize my Readers with these speculations, while the Hereditary prejudice
still triumphs, reigns triumphant and the delegates of the People indicate it as their privilege continue to testify manifest nothing
but [disdain &] diffidence to those who made them what they are by giving them the
last testimony mark of their confidence. Precautions Expedients rain fruitless as they are impolitic
If they shrink from the Terms of Misrepresentation, what business have they there? As if any stronger disposition to misrepresent could be conceived than what must of so many employed in the discussion of be generated in the shock of so many mighty & opposite Interests All Ideas of preserving Secresy [to any practical purpose] are to the last degree ridiculous
in assemblies of 500 & 200, when in exact proportion as any one can have the
Interest and desire that what is said shall be unknown, some other has an [equal] interest &
desire that it shall be spread abroad.
As if bashfulness could have any object of apprehension left, after exposing itself to the criticism examination of so many of the most jealous judgment eyes more applicable to going Council-oppressed with the sense of their own insignificance these come armed with the confidence which Rock & experienced influence bestow. He has been In the struggles of the Commons with the Crown (struggles of which we have probably seen the last for ever) a few instances
securred of its being where it was necessary & practicable (for it was practised) to preserve a resolution
secret for a short time, by which discovery would have frustrated. But how
was it practised? Not by excluding the People, for that would have done nothing: but
by locking up Members & People & all together if there were any, & suffering neither the one
nor the other to depart. For it was then consider'd that Members Parliament Men have Tongues
as well as other Men. There is every difference between a perpetual order which continues of itself and a standing temporary order which expires of itself unless from time to time renewed. by a fresh effort on every occasion. The Power of issuing such an one [as the latter] could not but be approved of in consideration of this it's possible use & necessity uncompensated by any proportional hazard of the abuse: For when once formally abolished for reasons of the nation which have been suggested For it is an expedient too invidious to the proposer to be lavished on trivial occasions.

more than any regulations every part later for the whole joy for the whole, sorrow for the whole, contribute more than
every thing besides any regulation that can be divised to collect the scatter'd Citizens to strengthen that social Bond which collects the scatter'd citizens into members
of one great Family: which exercise the minds of men for the Public Service as the Games
of Greece & Rome did their bodies — which are the sources of amusement to so many to whom
misfortunes have denied domestic comforts, & help them to support the fatigue of being.
