EXCLUSION.

The foreign operations of the Executive power must be secret,
because often their very execution depends upon their
being so; so in a very instances which might be reckoned
but which that fire more frequently occurring + + as the steps for the apprehension of offenders
must of the domestic:

But howsoever it may have happened, that in a very
few extraordinary instances the public may have been
surprised by the Legislation into their : yet as a
general principle & rule of conduct, nothing can be more
pernicious nor indefensible: it is a rule for the making
Laws, not for but against the people.
