If the former method be adopted, the working will no
doubt, be abundantly more complete, but then it will
be voluminous to a great degree. Almost the whole
of the present sessional Indexes will be copied into the
general one. And they will of course be rendered altogether
useless. What indeed can we do more in this
way than recompile, and, as it were, give a new edition
of these Indexes? Improving them in this respect
only by bringing together the Cases at length which are
those dispersed through the Indexes of the several Sessions,
stating the several Proceedings in them, sometimes
perhaps more clearly, sometimes more concisely,
correcting any mistakes that may be found in them, —
and referring to Volume and Page, instead of Day,
Month, and Year,
It is obvious, that by specifying and referring
to the outset only of each particular Case we put it in
the power of the Enquirer to trace it without any great
degree of trouble to it's conclusion. He need only turn
from the Journal to the Index of the Session, where
he will see every step circumstantially Stated and —
referred to. And by specifying the last Proceeding —
upon each Case, we sufficiently enable him to judge
whither it be worth his while, to examine the intermediate
ones. Add to this, that such of these intermediate
Steps or Proceedings as appear to be of any consequence
in the way of Precedent will be distinctly thrown
out and specified in the analytical parts of the Index.
To illustrate these observations by an instance or two,
Under the Head "Impeachment", in the general Index
we shall find "Impeachment" of Sacheverel," with the
ground of his charge specified, and reference to Volume
and page in the Journals. Is it necessary here to go on
and state minutely perhaps fifty distinct Proceedings
in this Case; the most remarkable of which too will be
noted in the analytical part of the Index? were not —
this already done in the Sessional Index, it would
perhaps be necessary. But will it be thought so now
when the Enquirer by turning only the word "Sacheverel"
in that Index, will find half a page at least of Proceedings
upon it; quite as many, most certainly, as we
should think of giving him. The same in Election —
Cases. The Oxfordshire Election will be found in it's
place, under the Head "Elections controverted" in the
general Index; with reference to Volume and Page
in the Journals. From hence recourse may be had
at once to the Index of the Session; where will be —
found references to all the several days on which it
was heard together with the most material Proceedings
in the course of the Hearing. And when it happens,
as it frequently will that any particular Case be referred
to under different Heads in the two Indexes, the Head
under which it will be found in the Sessional Index,
may be noted in the general one.
We must therefore most humbly beg some sort of directions
in this matter. We have taken the liberty to throw out —
