The extinction of the English Constitution

The English Constitution may become extinct
in either of two
is composed of two ingredients: monarchical
power and popular. It may become extinct and destroyed
in either of two ways: by the extinction evaporation of the one or by
the evaporation of the other

Of these modes of destruction Montesquieu saw but one: or at any rate if he
saw more than one, which probably enough he did not, one and
one only has he mentioned: he has mentioned but one:
and this is by the extinction by the evaporation of the popular
ingredient: it will be destroyed he says when the legislature
is become more corrupt than the executive

David Hume if indeed he saw as at
all probable, saw not otherwise than with disgust, and accord
more than that same one: accordingly it is that same one
which he holds up to view as probable. To him it was
an object of undissembled delight: to express his that delight, and in
the more prominent manner, he has borrowed a word from
the Greek and called Euthanasia — happy death.

On this ground Montesquieu [+]
[+] for any thing that appears
saw nothing but at least gives indication of
what was before him pure despotism, and despotism with a
small alloy. David Hume saw as little. Neither of them
saw into futurity. Neither of them saw the American Constitution.
Neither of them saw that when the rope tie by which the subject
many are held to that in subjection to the ruling one or the ruling few becomes
of a certain length, its length is enough to break it.
[+] among people not
compleatly brutified
