§. Relevant as to Uttering

But though with reference to the question in hand
irrelevant, there is another point to which these instruments
of deception are all of them relevant. This
is the character, i.e. the frame of mind and disposition
of the man who who uses them by whom they are taken in hand employed [and
applied to his purpose.

With regard reference to the proposed measure itself where it is
for the purpose of opposing opposition to a proposed measure that
the fallacy is employed, the character of the opposer is
itself irrelevant, and if so far as it may happen to it to be employed in support of the
proposed measure, is itself a fallacy. But to every
purpose to which the disposition moral and intellectual
of that person be he who he may is material
for example, his fitness for the situation of Member of the
Legislature, or Member of the Executive branch of Government
the fact of his having employed this or any other
instrument of deception is relevant — most strictly correctly and compleatly relevant.
