If the measure be
improper, fallacies
will not be necessary
to the

will without use risk the un

who use them.

If the measure be an improper inexpedient one, it will be
capable of being proved such to be so by relevant arguments, belonging
properly to the subject, and without any aid from need of fallacies weapon
the quiver of fallacy.

Those fallacies
adapted to the
position of the Outs
are such the tendency
or at least
the object of which
is to
proper measures.

Fallacies suited to the position of the Outs are
therefore such arguments by the ptication of which or observations
as, although the measure in question, it being a measure
brought forward by the Ins, be a proper and salutary
one, may be employed in such a manner
as to cast present a prospect of casting discredit and reproach upon the authors
and promoters of it: and which at any rate have that accordingly
for their object.

Among fallacies
suited to the position
of the Outs will
be found some
that are not so
compleatly irrelevant
as those ones
which are suited
to the position of
the Ins

To the fallacies which belong to this side of position in the
field of political warfare, the property of irrelevancy
will be seen not to belong so compleatly and universally
as to those which belong to the position of
the Ins.
