5. That it is not only consistent with, but requisite
to good government not only to pay with money extorted from poor to extort
and no only to pay men money from poor as well as rich, for the purpose
not merely for the purpose of paying men for doing nothing, but
also for the purpose of paying men for doing nothing
either nothing at all or that which the doing of which
requires little labour and no talent, several times
as much as is paid annexed to those offices most
efficient laborious and important offices for the due
or any thing like due discharge of which the highest
measure of talent is no more than requisite: and
that in despite of the and notorious known disapprobation
of nine-tenths of the people who are thus treated.
