The end of government — the only proper and justifiable
end — taken as an all-comprehensive one — the end of
government is at all times the greatest happiness of the
greatest number of the members of the community the in
question whatever it be: if the consideration of time circumstance of duration be taken
into the account, add — for the greatest length of time.

In this country by scarce any man it is believed
would be found who would by whom this position would be
directly and declared controverted: howsoever by whatsoever
insinuation he might seek to shew deter men from applying
it uniformly to practice — from keeping practice
in a state of strict conformity to it.

That the in the composition constitution of the English Government

it has more or less of evil in it will scarcely it is believed
