An incident in which I had myself a share part may
serve for an example. When the Act by which the Police M
for the vicinity of London was upon the carpet, the
Bill was put in to my hands by some of the writers originators
real or apparent, of the measure and my opinion
asked as to the utility of it. My answer may
was such as would be conveyed by the words pure
good. The case was that at that time I had not
taken any thing like a comprehensive view of the Constitutional
branch of legislation: influence had presented itself
to my view under no other aspect than that of power
in another form that form milder, and by so much as
it was milder the more useful and the more laudable.
The expence with the burthen attached to it was accordingly
that on that occasion and at that time I
saw standing on the evil side of the account; and that
evil presented itself to me as outweighed by the result
that I am standing on the good side of the account: the
means afforded for the punishment and prevention

inducement in the shape

the removing of the burthen from the shoulder
of suffering individuals of the individual sufferers from individual instances of delinquency to those of the community at large

When the Bill came into the House of Commons the
Debates presented to my view Sheridan, opposing it on
the ground of the addition made to the corruptive-fraud
denying passing over or undervaluing the beneficial
of the measure as above. It was by this incident
not to speak of others of the like nature which session has at all
times
times brought to view
that the opposition course taken
compliance of the discourses
com employed in opposition
to measures of
fresh offices presented itself
to my view as wearing the colour of fallacy.
