In the transaction between an individual and Government
what then is the true criterion end distinguishing between
the good and the evil? Not this that the individual receives
a benefit, but that the benefit he receives has for its
counterpoise and overpass a burthen of greater weigh thrown upon the rest
of the community: the burthen to the whole greater than the benefit
to the one.

And of this preponderance on the wrong side of the balance
on the evil side of the account what is the cause? That a
the case of the
whereas in the case of a good transaction the
matter has been so encouraged that the interest of the individual
that been made to concede and identify
itself with the interest of the community at large: his individual
interest with his share in the universal interests: whereas in the
case of the bad evil transaction matters have been so encouraged
that the while the individual interest of the individual has been in opposition
to the interest of the community at large, such is the
form given to the transaction, that he has found himself at
himself a power faculty of making that sacrifice which by the
universal constitution of human nature every human
being is generally disposed to make, the sacrifice of all other interests
put together to its his own individual, particular, and
by its opposition to the universal interest, sinister, interest.

Conclude with introducing the words Corruption and Corruptive
influence — shewing that Corruption operated by giving to sinister interest
the prevalence over universal interest shewn over Duty.
