3. W The remaining case is that of an incorporate
union as above explained stated and exemplified.
In each of the two examples cases, a considerab an inequality
of force, political force, and that to a considerable amount, whether population
or wealth being be regarded considered, having place between
the uniting states, and in each of the two about
to be incorporated assemblies a superior number of votes
being naturally insisted upon by the major state
the consequence would naturally be and actually was —
that in the framing of the terms of the union, the
great chief principal and all-pervading object all influencing design would be
the securing the minor state mass of population against oppression
any such sacrifices as might be made of its interests
or prejudices to the interests or prejudices of the major
state state. In the laws of each of the uniting countries whatsoever imperfections
had place in the continuance of which this or that body
of men possessed a sinister interest
In the penning of their securities and afterwards in
the interpretation of them a most convenient would
occasion would naturally opportunity would by this a transaction of this sort be afforded for ministring to
that sinister interest.
The sole legitimate only wise and honest object
would be the securing the interest of the minor country
against the sort of sacrifice just mentioned.
On this wise and honest object whatsoever
body or bodies of men had in either country an interest
in any such abuse as above mentioned their study endeavour would
naturally be to engraft by in the way of either of enactment or of interpretation
some engagement or supposed engagement that
should have the effect of giving perpetuity and to that abuse, and thereby irremediability to that abuse the
evil consequences of it.
