V. ad superstitionem

§. Demand plausible, when

independently of and
antecedently to grant
of privileges or abrogation

have the best provision
possible or the duty
of the legislator:

any such change increase

But Note that in this case a further observation is
that at all times whatsoever privileges or advantages
(be the name employed what it may) the whole community is
understood to be capable of renewing without prejudice to
its own itself happiness at the hand of the governing part of it
that those it ought at all times it ought to be in have possession of.
In this case therefore, if of the proposed change the effect
be supposed to be that of increasing giving increase [+]
