this.. Not in this, because in this the essence of the institution — the
circumstance in which all the contribution it can make to
the universal happiness depends, is — that the will declared by
each individual should be self-formed, (not as the judgment
may be either self-formed or derivative,) but self-formed
purely — self-formed and being determined by the judgment grounded
on which the opinion of the individual concerning what course
may be most conducive beneficial to his individual share in the
universal interest: and not on his opinion what course
may be most agreeable to the will of any other person individual whatsoever.
Scarce can or could any man Few indeed are those who can expect to find others in general agreeing with
him were he to say — Corruption is a good thing or Corruption is innoxious: not
many perhaps who would expect men in general to agree
with them were they even to say Corruption is absolutely unavoidable.
But all men any man might, and not without reason expect
all men to say agree with him in saying Influence
is a good thing or Influence is an innoxious innoxious thing or
Influence is a thing unavoidable.
