Accordingly in the character not merely of a universal justification
but a universal universally applicabble eulogium or panegyric on every thing that
is done, on the continent of Europe, and over every other
part of the field of undisguised despotism, and uncontroaled
and uncontroalable tyranny, the word order has been
a most favourite instrument — an instrument continually
in exercise. It would have served for a Tiberius for a Nero
for a Caligula: it continues to serve has been in use to serve — it will continue to serve for a Ferdinand, a Frederic
and a Francis.
It saves such men from so unpleasant an expedient
as that of employing any such words as welfare
of the people, happiness of the people public welfare, public
happiness. For, widely extensive and consequently
general and comparatively indeterminate as they are they still have
have the advantage of pointing directing the attention, howsoever obscurely
and inexplicitly to the the consideration of human feelings, and the consideration
of the effect which by the laws or other arrangements in
question may be produced upon them: and thus in the case
of putting destroying men to death 'for the offence' of meeting
one another for the purpose of interchanging complaints of
suffering and hopes and projects of remedy if it were said that
by such an operation public happiness were had been or
was to be promoted, men might be led to consider enquire how
a any mans happiness could be promoted by a man's his being made
to die a lingering death, or by any other men's happiness by his being prevented from holding
converse with them on this subject or further subjects. But as : whereas
to order, by this word no such incongruous reference is
made to human feelings. By the converting living bodies into
dead ones order may be as truly and unquestionably maintained,
as by causing them when dead to be deposited in coffins, and the coffins in graves.
