It not only does not merely present the cloak presents the cloak not merely under in a
a favourable aspect point of view, but in the character of an end
to the attainment of which it is right and proper that
Government and Law and so forth should be directed.
What is the end of Government? answer — the maintenance
of order, your answer will be that one which has been
given a hundred times over, and in which though
there is nothing very instructive or very determinate
there is nothing at least that is either indecorous or
palpably absurd. Not so if the question were — what answer were — the main
answer were — the maintenance of law government
or the maintenance of law, or the maintenance of
the Constitution: the obser in any one of these cases
the observation would be — here in this case is an instrument: — what
we want is wanted to know is — what, if any, is the purpose with reference
to which the instrument is of use: to this question no
answer is given by saying either that the use of it is how
is to make itself, or to make this or that other sort of instrument
