Fallacies

I. Generalia
Ch. Ins employ most

That as well as the Ins interested in the defence of abuses &c
yet they have this advantage that they
defence to the Ins.
It is with them as with besiegers of a fortress.

Answer —
1. As to the abuses the
Outs interest is in
the main the same
as Ins. It is only
to gain the position
of the Ins that they
attack the Ins

To this question [two] answers present themselves.
One is, that as in regard to the main stock of abuses and imperfections, the
interest of the Outs is the same with that of the
Ins. For it is only for the purpose of gaining the
position of occupied by the Ins that their the attacks made by them upon that
position are, generally speaking made. With relation
to the main stock great mass of those abuses and abuse imperfections, it is not their
interest they it should be cleared away — it is in
but a little less degree their interest than that of the Outs that it should be
continue to be successfully defended. .

Considitur — By
the Outs attack is
now and then made
on this or that abuse
— but only for dearth
of other vulnerable
matter.

In this True it is, that [now and then] it
is from this quarter that now and then here and there an attack
upon this or that abuse seen + is seen to be made: and
+ seems imperfection,
these not being unpopular

there being no other, it is from this quarter if at all
that any every such attack must will and must be made.

The modes of attack
preferred are those
which may succeed
without prejudice
to the common
stock of profitable
abuses:
ex. gr. faults in
particular
temporary measures

But it is only for want of other more advantageous
modes of attack that this disadvantageous
line is recurred to. The advantageous modes of attack
No abuses will be
attacked but
as it is unpopular
not because misbehaviour
but because unpopular.
Than abuses of the law
not attacked.

are those which are the opportunity for which is afforded by some alledged
misconduct instance of misbehaviour committed in the ordinary track course exercise
of their executive function by the party of Ministers
or this or that particular member of that body
or official subordinate acting under their protection
or by their orders, an attack which may not only be
made but become successful carried on, but successfully carried on with success without prejudice to
the system of misconduct under abuse and imperfection under and made favour of which the supposed acts
of supposed delinquency were committed.
