Discussed for fallacies why greater among the Ins than Outs
Fallacies useful to the Ins all that d d affirm good
measures proposals by the Outs of abuses profitable to themselves

§.7. Demand for fallacies greatest among the Ins.

Suppose now an
imperfection attacked
by some neutral
Member. Outs
will leave the combating
it to the
Ins, viz,
1. For fear of discrediting
it too much
as well as the fallacies suitable
to the defence of it.
2. to save to themselves,
time, trouble
and reputation.

Under these circumstances suppose any an attack
made by some chance hand on any part
of the system mass of abuse and imperfection on against which
it has not by the habitually confederated part of confederacy of the Outs been necessary
deemed necessary or advisable for them to direct their operations,
they will find a double sufficient reason motive for not setting
themselves to work either to employ or to combat the swarm of fallacies
which on the defensive war thus produced on part of the Ins will be
employed of course for 1 the On defence of the fortress
by leaving the defence of the fortress and the employment working
to those who are in actual possession of the fortress the
defence of it and the application of those engines
in that purpose, [they will save] their own time
labour and reputation will as to so much be saved, and the risk of rendering
these engines: by means of a too efficient effectual exposure
will be avoided.
