Improvement is
not so much encrease
of happiness, as decrease
of misery.
Ex. gr. in law procedure

Note that under improvement is included not merely so much
(nor so much) increase of enjoyment to the already happy
as deliverance from misery to on part of the already miserable
Such is the case throughout with all improvements that
have for their subject matter the system of legal procedure.

To hate improvement
is therefore
to love to see others
miserable

When a man To say I hate improvement is therefore
as much as to say — human misery is to me an
agreeable spectacle — a spectacle so agreeable, that I can
not with temper bear the thoughts of being deprived of
it or any part of it.

To be consistent
an improvement
hater ought to be
indiscriminately
decided in his
hatred against
mere enjoyment
encreasing improvements:
— but this
he is not.

He who is To be consistent, he who without having
made the distinction professes a the hatred of improvements
ought to be still more clearly decided in his hatred
against all improvement in all those shapes in which
it neither does nor attempts to do any thing more than
to add prosperity to prosperity — enjoyment to enjoyment
to all Laws for the making of new roads, canals and
bridges: to all laws for improving the fineness and quality of woollen
silken or linnen manufactures &c &c

But against improvement in any of these
comparatively superfluous and comparatively trifling shapes no aversion is commonly
found in any of these improvement-hating breasts.
