of certainty proportioned

Now is the time when with a degree of success
proportioned to the goodness of his ends and the
wisdom of his means, the man who whatsoever individual whosoever aims at
uses his endeavours to render in the field of law
and government any signal service to the his country
or and to mankind, may in default of fire and
faggot — instruments of punishment unhappily no
longer in fashion — be devoted to hatred or
contempt covered with ridicule reproach or ridicule.

ought as strenuously as possible to be opposed vituperated
and hated.
