1. It In proportion to the influence which it exercises
to the degree of efficiency with which it operates, it
is disserviceable to some good measure.

2. On the part of him by whom it is employed,
it bespeaks supposes implies if unaccompanied by any direct and relevant argument a recognition of the goodness of the
measure against which to the prejudice of which it is thus indirectly
brought to act.

it is not only irrelevant but superfluous.
