6. It can not be
serviceable to the rival
measure thus set up.
Without proof the allegation
is unworthy
of regard: with proof,
it is irrelevant.
6. It can never be necessary, or in any considerable
degree useful conducive to the effectuation of the measure
which it for the purpose of setting it up in competition
with the proposed measure it thus lays
hold of.
For, if it enters into any direct and detailed
exposition of the advantages of the rival measure
thus set up, it runs into a strain of irrelevancy
too manifest to be endured: if it does not, it does
no more assume without proving or so much as
professing to prove the utility of the rival measures
and therefore can not in the eyes of any person who is competent
to or proposes to himself to pass his judgment
on the rival measure upon its own proper grounds, render
it any material service: render it any service
that might not by the same means in the same way be rendered to
it, on the supposition of its mischievousness.—
