The proper object of affection (who can deny it?) is — not the one only is not
the few only — but the whole number of the members of the community
in question. In proportion as a man has any real
regard for the happiness of his fellow men, this not only ought to be
the aff object of his affection, but will be. If then in the
catalogue of rulers ruling situation the possession of power there be any the power of one of whose power is
in his eyes in a greater degree prepared the effect is a quantity
of evil mischief to the persons over whom it is exercised greater than
that of good to the persons by whom it is exercised, how can a
man be with reference to this power or the persons by
whom it is exercised be otherwise than disaffected?
Let the power by which this real balance on
the side of evil is produced be the power of the Monarch,
how is it that by the name of Monarch the nature of the case
can be changed. Let the power by which it is produced be
that of the House of Lords, how is it that by the name of
House of Lords the nature of the case can be changed?
