III. No theory!

To put all this out of doubt, my Lord, I shall by
the honour of Your Lordships attention regard for an instance or
two of these latent theories on the ground of which the cry
of No theory! is raised
The theory the avowed theory on which the good
measure whatever it be is supported — the theory against which
the unavowed and latent theories are to be played off is has always
for its foundation this: namely that the greatest happiness of the greatest number
is the end to the attainment of which every measure ought ought
according to the nature of it to be directed.
The opposition theory set up in opposition to the foundation
of the proposed good measure is either this this one alone to wit
that no theory ought to be regarded, as instead of this is
in addition to this some more particular theory, correspondent adapted
to the nature of the subject as well adapted as a
theory in which no sound reasoning is included can
be.
Suppose for example the proposed measure is parliamentary
reform — radical parliamentary reform. The theory
which it has for its foundation on which it is at bottom grounded b is of course the above: the
