peoples upon nothing that ever has been or ever can be proposed for
the benefit of any of these bodies by whom the powers of government
are exercised by the over the people have the people ever poss
over whom those powers have been exercised ever had an efficient
negative.

Though they have no effective share in the either in the exercise of
these powers or in the choice of those by whom these powers have
been exercised, yet though what remains of the subordinate forms of the
constitution, it is in their power individually to apply more
or less of temporary obstruction to any exercise of the government
which happ from time to time may happen to have afforded
to them matter of displeasure: and in this consists is included every
thing by which the English Constitution is distinguished to its
advantage from the most despotic and arbitrary government
upon earth.

feeble as at
best it can not be,
more or less of uneasiness
is created in the
minds of those by
whom the powers of
government are exercised.

As to security for its continuance, within itself none
whatever does it possess: on the contrary what it within itself it
does possess is the certain cause of its destruction. For by every
fresh portion of abuse that is added to the existing mass the facility
and certainty of fresh portions of abuse is increased: by for every
sum taken from the people by depredation the quantity of the matter
of corruption applicable to the purpose of further depredations is increased.
