By From the mouth of a real well wisher to effectual reform a profession
thus ill adapted to serve the cause of Reform is not very likely to
come. Supposing it accompanied with other discourse
sufficiently demonstrative of this useful character no
danger no demand for explanation will have place: this
case it is supposable but does not present itself as a likely
one.
The only case which does present itself as a likely one
is that of a Whig: one whose desire it is to see the administration
changed; but whose desire it is not to see corruption put on
incorruption: to see the Constitution improved: one who rather
then not behold the so long intensely longed for and still delaying change remain
still in the clouds would and to see rather than despair of
ever feeling the tree of corruption within his embrace would
endure to see it pruned and thorns of this or that twig as
small in number and dimensions as possible.
As often as this is the case the exposure can not be
too impressive and effective. For this purpose of the parable
of Ephraim Jenkins may be not without its use. Among
the hearers few to whom it may not be already sufficiently
known: to those to whom it is not known, a short explanation
may suffice — In process of time when this explanation
has been a certain number of times repeated &
to a certain extent made public even the words Ephraim
Jenkins may be sufficient to answer the purpose.....
