§2. Inducement to this sort of talk — Display of patriotism and courage in hopes of gaining peoples
men.
On this part of the field of discourse as on every other the object
of the speaker is naturally and without any exceptions that are here
worth mentioning universally to recommend himself and his cause
with as little future disadvantage as possible to the good opinion
and favor of the majority of his hearers.
To this purpose nothing an be more compleatly and generally
adapted than the topic here in question and the professions so constantly
made in relation to it. It is more particularly adapted to the
situation and character of a Whig. But whether satisfied or dissatisfied
can a peoples man very readily find any thing which it would suit his situation
and character and purpose to object to it: nor can a Tory
be he ever so strenuous an one or as a Whig will be apt to say
ever so rank an one find any inducement to object to it. It is thus
a species of political coin which has the advantage of passing
current among all parties.
It is however to the situation and character and purpose of the
Whig that it is most particularly not to say exclusively adapted.
For unless the purpose of the moment be that of self concealment
under the mask of Whiggism it will not answer the purpose of the
Tory in any degree and it will not come up to the purpose of
a peoples man.
