A greater more profuse Civil List? This indeed is imaginable. It is even
exemplified. It is exemplified in France. In France, eased as
they are, a trifle or two excepted, of the burthen of distant dependencies
— eased as they are another trifle excepted of the
burthen of a Navy Navy kept up for insolence on pretence
of defence ill as they can afford it the 27 Millions of
people in that Country [do contrive] are by means of another
Instrument hitherto so much too obsequious but
happily growing less and less obsequious under designated by a name
corresponding to that of Parliament have indeed hitherto been made
to yield perhaps twice as much to [that same treasury of
Waste]
