Let us consider what was the nature of the disease at
that time —let us compare with it that which is the nature of
the disease at this present time.
The features by which the Constitution of this political
state was distinguished fr by its advantage from that of every
other Constitutional state where that whereas in every other Monarch such state
without any exception worth regarding to the present purpose
the Monarch had it in his power to carry on the business of
Government without the concurrence of any Representative of
the people capable of affording any effectual resistance, in this
Country the Monarch had for such a length of time been in the
habit of calling in and thus encumbering himself with that
the sort of check thus bearing upon his Authority that to rid himself
of it had become at difficult at least if not impracticable.
Here then was a check and that of a sort peculiar to
this Country. But the misfortune was that, considering the nature
and quantity of the power possessed by the Monarch upon
an independent footing, this check was in its very nature a corruptible
one: and not only so but such an one as sooner or
later could scarcely fail to be corrupted. This Representative
of the people composed in part of Agents of the people deputed
by their Constituents — this Representative of the people in so
far as at any time the interest of it Members were or by
themselves were regarded as being identical with the interest
of the people would of course according to the best of their
ability support the interest of the people: support them in
all occasions and against all persons: and in particular
against the Monarch he being that person of all others who, to a set
of interests continually operating in opposition to theirs added the only
power capable of giving
effect to those adverse
interests.
