But on the other hand no sooner in the eyes of any such
Representative would his own particular interest be more effectually
promoted by the promoting of an interest adverse to that
of the people than by promoting the interest of those his Constituents
or supposed or alledged Constituents than he would act
in favour of that adverse interest and thus in opposition to
and to the sacrifice of their interests. So is human nature
constituted: and if it be not so in every individual without exception
still if so it is and at all times with a sufficient
proportion of the whole number of Acting Members of the
Representative in question it will, in practice and effect,
come exactly to the same thing: and if it be not so in reality
at any rate so it is in the opinion of those same individuals
themselves in so far as their opinion may be inferred
from their assertions: for according to the assertions
of each party so it is with the Members of the opposition.
In so far as by the agency or by the contemplation of
any cause of action an agent is regarded as being engaged or
disposed to sacrifice to his own particular interest the interest
of his Constituents he is said to be corrupt'd. Now unhappily
so it is that under the peculiar particular constitution of this Country
in every period of its History, the unquestioned power
of the Monarch considered it has from first to last been
exposed to be corrupted at the hands and in favour of
the particular and adverse interest of that same individual
and such other Individuals whose interests have been in
this way associated with his.
