Could the obstacles that present themselves to the
general common enjoyment of so vast a treasure be by any
means surmounted, it seems evident but a great point of national convenience
and advantage would thereby be gained.
The first crude idea that happened to present
itself in this view, was, that of employing the powers
of government to force the whole body of intelligence
into a single channel, by setting up some one paper
as the exclusive receptacle of all advertisements, while
with respect to general news and other matters, the business
of the several papers should be left at liberty
to be conducted as at present.
But besides not to insist without insisting on the violent disturbance of so much
private property, for of of which in the nature of things no
tolerably correct estimate, nor any and for which therefore no adequate compensation,
could be made. Nor on Not to mention the difficulty
of keeping up unimpaired the very considerable benefit derived
from this source to the public revenue, it soon
occurred that the very object in view could be only
be attained in it was in but a very incompleat manner, that the
very object in view could by such an expedient be
attained: since, admitting that it might take place
with regard to in the instance of the London Papers, in its application to such advertisements
relative to such businesses as have the metropolis
and its vicinity for their scene, the stock of intelligence
relative to the rest afforded by the distant parts of the kingdom could not be forced
into any single channel in London or any where else without defeating those more of a very objects of it in most instances.
