To these objections might be added the certain
labour and small probability of the attempt to engaging the unworldly hand of government to lend itself to
of engage the colossus powers of government in the adoption
of any scheme which carried so much of novelty
and trouble upon the face of it which presented
such a face of novelty and demanded so large a
stock of exertion in the way of consideration and inquiry;
but but the insufficiency of the expedient
where once acknowledged established rendered the consideration question
of the practicability of it of little use.
In the midst of these reflections an idea occurred
by which the instant it presented itself all these regrets were immediately
dissipated, all these difficulties effectually removed.
It consisted in the publication of a regular
paper, daily or less frequent, according to the bulk
of the contents, in which an index to the whole body
of national intelligence might should be given, digested
under heads. This no required no aid from
government: it made no demand upon men in office
for any part of their time: it lay in every point
of view within the compass of the faculties of a
single an uncommissioned individual. The formation of the place required
indeed some contrivance: and the contrived execution and
observance of it some attention and care: but the
mind to which the fundamental idea had happened
to present itself was not unaccustomed to such works
